The Head of Center for Innovations Development (CID) NaUKMA is Serhiy Loboyko, an experienced manager of the innovations, an ideologue of e-democracy development and the practitioner of development local citizen involvement, development of local democracy, in particular through petitions and participary budget, implementation of the latest e-government tools in Kyiv and the dissemination in Ukraine, co-initiator of the Center for Innovation Development, which became co-organizer of the coalition NGO "Reanimation Package of Reforms", the chief expert of the "Electronic Democracy" group at RPR, participant of the expert council KyivSmartCity, advisor to the First Deputy Chairman of the Kyiv City State Administration, expert of Ukrainian-Swiss Program for the Development of E-Governance EGAP and East Europe Foundation, co-organizer of thematic FB communities (E-DemocracyinUA, Participary budget of Kyiv:Spilno), co-author/editor of numerous studies on e-governance, the Law of Ukraine, which introduced e-appeal and electronic petitions; co-author of the Government's Concept for the Development of e-Democracy, an ideologue of e-democracy e-tools used by more than 1 million citizens of Ukraine.
